This decision, in line with TSCA requirements, allows the EPA to better understand PFAS sources and quantities within the United States. Both large corporations and small entities, including small manufacturers, are subject to these regulations. Entities with PFAS manufacturing or import activities since 2011 have 18 months from the rule's effective date to provide the required PFAS data to the EPA. Small manufacturers primarily engaged in importing PFAS-containing articles have 24 months to comply. This rule follows extensive feedback from a Small Business Advocacy Review (SBAR) Panel and an Initial Regulatory Flexibility Analysis (IRFA) process. In its statement the EPA claims, “This rule will produce actionable data that can be used by EPA, as well as state, local, and Tribal governments to craft policies and laws that protect people from dangerous ‘forever chemicals.’”

Average construction costs for solar photovoltaic systems fell by 6 percent to $1,561 per kilowatt (kW) from 2020 to 2021, a decrease that was primarily driven by the decline in the construction cost of crystalline silicon tracking panels, which accounted for 56 percent of the utility-scale solar capacity connected to the grid in 2021. As for onshore wind turbines, the average cost of construction fell by 1 percent for large wind farms producing more than 200 megawatts (MW), 4.4 percent for wind farms with 100 MW to 200 MW of capacity, and 22 percent for wind farms with 1 MW to 100 MW of power. As for natural gas, the average construction cost for natural gas-fired generators fell by 18 percent between 2020 and 2021, driven by the drop in average construction cost for combustion turbines. The average cost for combined-cycle construction cost increased by 8 percent in 2021. Regarding methodology, the report states that “government grants, tax benefits, or other incentives are excluded from these costs.”

Senate and House Members Send letters to Medicaid Managed Care Organizations: On Tuesday, October 3, Senator Ron Wyden (OR), Chair of the Senate Finance Committee, and Representative Frank Pallone (NJ), ranking member of the House Energy and Commerce Committee, sent letters to seven of the largest Medicaid Managed Care Organizations (MCOs), requesting explanations and pertinent documentation on each organization’s history of approvals and denials for Medicaid health service authorization requests.

CDC Halts the Distribution of COVID-19 Vaccination Cards: On Wednesday, October 4, the Centers for Disease Control and Prevention (CDC) updated information their website to indicate that they are no longer distributing COVID-19 vaccination cards. Biden Administration Prepares for Student Debt Relief Negotiations.— This month, for Americans across the country student loan repayments began. Though the Supreme Court struck down President Biden’s $20,00 loan forgiveness plan, through the remainder of the year the Biden administration will hold various “negotiating sessions” with “a committee of 14 people representing student loan borrowers, higher education institutions and other stakeholder groups” to “discuss [alternative] student loan forgiveness [plans.]” US Secretary of Education Miguel Cardona stated that “after considering more than 26,000 public comments on how to tailor this relief, [the Administration is] releasing...additional information about this effort. Student loan debt forgiveness arrives for some borrowers as payments resume for others.— According to the White House another 125,000 students have had their loans forgiven. This article cites the breakdown as follows:
- $5.2 billion for 53,000 borrowers who worked for at least a decade in eligible public service fields such as teaching or the military;
- Nearly $2.8 billion for nearly 51,000 borrowers through adjustments to income-driven repayment plans. These people had been in repayment for two decades or more and finally reached the threshold of payments for forgiveness.
- $1.2 billion for nearly 22,000 borrowers who have permanent disabilities and were identified through a Social Security data match.
This culminates in another $9 billion relieved, for a total of about $127 billion for 3.6 million Americans overall since the start of President Biden’s efforts. Many of these borrowers already qualified for relief but had been overlooked for various reasons. CHIPS and Science Implementation and Oversight.— Last week the Senate Committee on Commerce, Science and Transportation held a full committee hearing titled “CHIPS and Science Implementation and Oversight” highlighting “the rollout of investments to boost the United States’ innovation, research and competitiveness through domestic semiconductor manufacturing incentives, regional innovation programs and other science programs established under the law.” US Secretary of Commerce Gina Raimondo stated during the hearing that “Within the CHIPS and Science Act, the CHIPS program’s success will be judged on at least two key criteria: one, whether this program enabled us to build a reliable and resilient semiconductor industry including a robust workforce and strong innovation ecosystem that protects America’s technological leadership for the coming decades; and two, whether the Department was a good steward of taxpayer dollars.” Secretary Raimondo went on to say that “since August 2022, when the CHIPS and Science Act became law, the Department has created and staffed two new offices, the CHIPS Program Office (CPO) and the CHIPS R&D office, hiring over 150 employees to develop, implement, and oversee the programs. The three-month average trade deficit (June through August) for goods and services decreased $2.8 billion to $62.2 billion.
The U.S. showed a $17.8 billion goods deficit with the European Union in August while the goods deficit with Mexico was $12.8 billion. With Germany, the goods deficit was $6.6 billion; with Ireland, the goods deficit was $5.7 billion; with Canada, the goods deficit was $5.4 billion; with Japan, the goods deficit was $5 billion; with Taiwan, the goods deficit was $4.2 billion; with South Koea, the goods deficit was $4.1 billion; with Italy, the goods deficit was $3.3 billion; with India, the goods deficit was $2.8 billion; with Malaysia, the goods deficit was $1.6 billion; with Switzerland, the goods deficit was $1.5 billion; with Singapore, the goods deficit was $1 billion; with Israel, the goods deficit was $600 million; and with Saudi Arabia, the goods deficit was $100 million in August. With China, the goods deficit decreased $1.3 billion to $22.7 billion for the month as exports dropped $200 million to $10.9 billion and imports dropped $1.4 billion to $33.7 billion. With Vietnam, the goods deficit decreased $1.3 billion to $8 billion for the month as exports increased by about $100 million to $800 million and imports dropped $1.3 billion to $8.7 billion. With France, the goods deficit increased $1.9 billion to $2.3 billion for August as exports decreased by $700 million to $3.4 billion and imports rose $1.2 billion to $5.7 billion. These rules require anyone involved in manufacturing or importing PFAS or PFAS-containing articles since January 1, 2011, to electronically report detailed information on their PFAS-related activities, including usage, production volumes, disposal practices, exposures, and hazards. This decision, in line with TSCA requirements, allows the EPA to better understand PFAS sources and quantities within the United States. Both large corporations and small entities, including small manufacturers, are subject to these regulations. Entities with PFAS manufacturing or import activities since 2011 have 18 months from the rule's effective date to provide the required PFAS data to the EPA. Small manufacturers primarily engaged in importing PFAS-containing articles have 24 months to comply. This rule follows extensive feedback from a Small Business Advocacy Review (SBAR) Panel and an Initial Regulatory Flexibility Analysis (IRFA) process. In its statement the EPA claims, “This rule will produce actionable data that can be used by EPA, as well as state, local, and Tribal governments to craft policies and laws that protect people from dangerous ‘forever chemicals.’”

As for onshore wind turbines, the average cost of construction fell by 1 percent for large wind farms producing more than 200 megawatts (MW), 4.4 percent for wind farms with 100 MW to 200 MW of capacity, and 22 percent for wind farms with 1 MW to 100 MW of power. As for natural gas, the average construction cost for natural gas-fired generators fell by 18 percent between 2020 and 2021, driven by the drop in average construction cost for combustion turbines. The average cost for combined-cycle construction cost increased by 8 percent in 2021. Regarding methodology, the report states that “government grants, tax benefits, or other incentives are excluded from these costs.”

For instance, outdoor workers may experience income loss due to adverse climate conditions, single-parent households led by women may face reduced access to childcare, and lower-income households may struggle to access credit. The report also includes a catalog of consumer resources, including educational materials to raise awareness about steps households can take to adapt to climate hazards. “Severe flooding, wildfires, and extreme heat are imposing significant financial burdens on households across the country,” said Assistant Secretary for Financial Institutions Graham Steele, adding that “this has been highlighted by recent events such as this summer's wildfires that blanketed numerous U.S. cities with poor air quality.” Mr. Steele further pointed out that “underserved communities are particularly hard-hit by such events."

Senate and House Members Send letters to Medicaid Managed Care Organizations: On Tuesday, October 3, Senator Ron Wyden (OR), Chair of the Senate Finance Committee, and Representative Frank Pallone (NJ), ranking member of the House Energy and Commerce Committee, sent letters to seven of the largest Medicaid Managed Care Organizations (MCOs), requesting explanations and pertinent documentation on each organization’s history of approvals and denials for Medicaid health service authorization requests.
The letters come in the wake of a July 2023 report<https://r20.rs6.net/tn.jsp?f=001c_7ihqYr-WIasNAn4AAmU8s5FTdRBCzHoLUILYbPFw88bIA1nozG1wsFWi9_0eSEKJ3nn3fpR0mAfWqMwWbIth1dSX5EWfpisXhLW9iGaeATsyZXROjpdGFtmiWNMsMxpESopu0lT6_DZAR9U6vt70be05ugrgIHoKvRlN5qsyDoDwo42yQHjVir5pJM4Blh&c=SnREyoVJ7zhLh7gD7cu8m7ARSjIwnjxAAHbARNUJ3VvvoY0sciSu3w==&ch=TqbthfuXOPnCUBEi4nUTV6bEkRAWET3OLWEWL9LZkXHP7k-EYDPpiw==> by the Department of Health and Human Services Inspector General, which found that, on average, MCOs denied prior authorization requests for health services at rate of 12.5%, which was more than double the denial rate for similar requests made by patients in Medicaid Advantage. With over 70 million Americans enrolled in MCOs, or nearly three quarters of all Medicaid beneficiaries, such a discrepancy has certain congressmembers questioning the methods and motivations behind prior authorization decisions, across the entire MCO network. In a statement released Tuesday, Senator Wyden and Representative Pallone voiced these concerns, saying:
“This alarming trend cuts across a range of parent companies and makes clear that this is a system-wide problem in need of attention… These findings raise serious concerns that Medicaid MCOs are systematically and improperly denying necessary care which they are required by law to provide.”

CDC Halts the Distribution of COVID-19 Vaccination Cards: On Wednesday, October 4, the Centers for Disease Control and Prevention (CDC) updated information their website to indicate that they are no longer distributing COVID-19 vaccination cards. The change likely comes as a result of the COVID-19 vaccines no longer being distributed by the federal government, with newer doses available through private insurers. While the discontinuation of the cards is not expected to create noticeable changes for vaccine recipients, it marks the end of an era in the nation’s relationship to COVID-19. Biden Administration Prepares for Student Debt Relief Negotiations.— This month, for Americans across the country student loan repayments began. Though the Supreme Court struck down President Biden’s $20,00 loan forgiveness plan, through the remainder of the year the Biden administration will hold various “negotiating sessions” with “a committee of 14 people representing student loan borrowers, higher education institutions and other stakeholder groups” to “discuss [alternative] student loan forgiveness [plans.]” US Secretary of Education Miguel Cardona stated that “after considering more than 26,000 public comments on how to tailor this relief, [the Administration is] releasing...additional information about this effort. Student loan debt forgiveness arrives for some borrowers as payments resume for others.— According to the White House another 125,000 students have had their loans forgiven. This article cites the breakdown as follows:
* $5.2 billion for 53,000 borrowers who worked for at least a decade in eligible public service fields such as teaching or the military;
* Nearly $2.8 billion for nearly 51,000 borrowers through adjustments to income-driven repayment plans. These people had been in repayment for two decades or more and finally reached the threshold of payments for forgiveness.
* $1.2 billion for nearly 22,000 borrowers who have permanent disabilities and were identified through a Social Security data match.
This culminates in another $9 billion relieved, for a total of about $127 billion for 3.6 million Americans overall since the start of President Biden’s efforts. Many of these borrowers already qualified for relief but had been overlooked for various reasons. CHIPS and Science Implementation and Oversight.— Last week the Senate Committee on Commerce, Science and Transportation held a full committee hearing titled “CHIPS and Science Implementation and Oversight” highlighting “the rollout of investments to boost the United States’ innovation, research and competitiveness through domestic semiconductor manufacturing incentives, regional innovation programs and other science programs established under the law.” US Secretary of Commerce Gina Raimondo stated during the hearing that “Within the CHIPS and Science Act, the CHIPS program’s success will be judged on at least two key criteria: one, whether this program enabled us to build a reliable and resilient semiconductor industry including a robust workforce and strong innovation ecosystem that protects America’s technological leadership for the coming decades; and two, whether the Department was a good steward of taxpayer dollars.” Secretary Raimondo went on to say that “since August 2022, when the CHIPS and Science Act became law, the Department has created and staffed two new offices, the CHIPS Program Office (CPO) and the CHIPS R&D office, hiring over 150 employees to develop, implement, and oversee the programs. Both offices have attracted top-notch talent across sectors, including from private industry, national security, finance, and the Federal government.” In her conclusion of her opening remarks, the Secretary highlighted that these efforts are vital to the Administration’s goals of global competitiveness. For August, the level of exports of goods and services totaled $256 billion while imports totaled $314.3 billion. The level of exports was up $4.1 billion compared to July’s figures, and the level of imports was down $2.3 billion in the month-to-month comparison. The three-month average trade deficit (June through August) for goods and services decreased $2.8 billion to $62.2 billion.
The U.S. showed a $17.8 billion goods deficit with the European Union in August while the goods deficit with Mexico was $12.8 billion. With Germany, the goods deficit was $6.6 billion; with Ireland, the goods deficit was $5.7 billion; with Canada, the goods deficit was $5.4 billion; with Japan, the goods deficit was $5 billion; with Taiwan, the goods deficit was $4.2 billion; with South Koea, the goods deficit was $4.1 billion; with Italy, the goods deficit was $3.3 billion; with India, the goods deficit was $2.8 billion; with Malaysia, the goods deficit was $1.6 billion; with Switzerland, the goods deficit was $1.5 billion; with Singapore, the goods deficit was $1 billion; with Israel, the goods deficit was $600 million; and with Saudi Arabia, the goods deficit was $100 million in August. With China, the goods deficit decreased $1.3 billion to $22.7 billion for the month as exports dropped $200 million to $10.9 billion and imports dropped $1.4 billion to $33.7 billion. With Vietnam, the goods deficit decreased $1.3 billion to $8 billion for the month as exports increased by about $100 million to $800 million and imports dropped $1.3 billion to $8.7 billion. With France, the goods deficit increased $1.9 billion to $2.3 billion for August as exports decreased by $700 million to $3.4 billion and imports rose $1.2 billion to $5.7 billion. In the plus column, the U.S. showed a goods surplus with South and Central America of $4.7 billion for the month. With the Netherlands, our surplus was $3 billion; with Hong Kong, our surplus was $2 billion; with Australia, our surplus was $1.7 billion; with Belgium, our surplus was $700 million; with the United Kingdom, our surplus was $400 million; and with Brazil, our surplus was also $400 million.
