As we continue to advocate for educational opportunity, we must also stay informed about potential challenges that impact our work. As you might be aware, Congress is once again facing a critical deadline to fund the federal government. The current continuing resolution (CR) is set to expire at midnight on Friday, March 14. This week, Congress is considering a new CR to extend funding through the end of September, but its passage remains uncertain. If this measure fails, a government shutdown is highly likely.
What this Means for TRIO Programs in New England: NEOA and COE are closely monitoring the situation, and we want to ensure our members have the information and support they need. Here is what you should know:
- TRIO is forward funded. Your current operating funds for the 2024-25 program year are secure.
- The G6 drawdown platform will remain operational. Programs can continue to draw down funds as needed.
- Most U.S. Department of Education staff will be furloughed. This includes TRIO and GEAR UP staff, meaning grantees cannot get approval on any prior written requests.
- The Department of Education does not anticipate any delays in the Annual Performance Reports (APRs). However, a prolonged shutdown could cause delays.
NEOA at Policy Seminar - Our Collective Voice Matters:
COE's Policy Seminar is still on, and New England's presence is critical: Our region has always been a strong voice for TRIO, and we must continue to demonstrate our impact! Even if a government shutdown occurs, most congressional offices are still expected to honor their TRIO meetings. If meetings are canceled, COE will pivot to alternative advocacy efforts, real-time planning, and professional development sessions.
Action Items for Policy Team Leaders: If a shutdown happens, please follow up with the congressional offices you scheduled meetings with to confirm whether they will proceed as planned. If meetings are canceled, offer to reschedule a virtual meeting, or connect back home within your state. Keeping TRIO front and center is essential-our programs must remain a priority for Congress!
Guidance on Fund Drawdowns: The G6 system will continue to process payments. COE recommends that all TRIO programs maintain their normal financial operations. Funds should only be drawn to meet immediate cash needs, and users must certify compliance with federal cash management requirements when submitting payment requests. For assistance with drawdowns, the G6 Help Desk Hotline will remain available at 1-888-336-8930 during a shutdown.
